- The Event: An American warship, the Andrew Doria, sailed into the harbor of the Dutch island of St. Eustatius in the West Indies.
- The Action: Governor Johannes de Graaff ordered the fort’s cannons to fire a friendly 11-gun salute in return to the ship’s 13-gun greeting.
- Historical Impact: This was the first time a foreign power officially saluted the flag of the newly independent United States. It served as the first international acknowledgment of American independence, occurring just four months after the Declaration of Independence was signed.

The day was officially established in 1991 when President George H.W. Bush issued Proclamation 6375.
